It's time for true democracy. I've long heard from reactionaries that they don't want "the illiterate masses" voting (or words to that effect). While many in the USA are poorly educated, and many of them are illiterate, it doesn't follow that they are stupid or uninformed. My point is we have lots of variety but as a nation we are pretty smart.
Here's my proposal.
Let's select rather than elect. Instead of voting for representatives, we select them by random lottery from whoever passes whatever test we create. If the demographics of test passers doesn't match society, it's easy to weight the selection and be able to have both competence and diversity.
Since we don't select them, we surely shouldn't trust them. We remove the right to vote from Congress. The job of the House becomes identifying the 3 or 4 most important issues to Americans, working with the Senate to identify possible solutions, and proposing those solutions, plus the choice of "none of the above" for public vote. Citizens then vote and decide, after which it can go to the executive branch, who have no veto power and along with Congress and the SCOTUS must survive an annual keep/can vote.
