The anniversary of Katrina and the London plane plot are reminders that disasters, pandemics and terrorist cells are unpredictable and require equally fluid responses. However, while the Pentagon has a "netwar" strategy to fight networked terrorists, DHS still insists on a hierarchical, top-down strategy. This op-ed suggests an alternative that makes the public equal partners in the effort.
