Networked disaster response and homeland security : cheaper, more flexible -- and inevitable The anniversary of Katrina and the London plane plot are reminders that disasters, pandemics and terrorist cells are unpredictable and require equally fluid responses. However, while the Pentagon has a "netwar" strategy to fight networked terrorists, DHS still insists on a hierarchical, top-down strategy. This op-ed suggests an alternative that makes the public equal partners in the effort.
