Raised in New Jersey, he received his undergraduate degree in Political Science from Columbia University in New York City and his law degree from Seton Hall University in Newark, New Jersey. Monks has been a frequent commentator on local radio addressing legal matters that range from high-profile trials to constitutional law issues. For seven years, he hosted a cable tv interview program, "In the Public Interest", emphasizing political, legal and environmental matters.
