I think this formula, for what a standard should be, should be developed.
Probably not an easy task, since so many variables and ramifications could enter into "the picture".

2. 4 : something set up and established by authority as a rule for the measure of quantity, weight, extent, value, or quality
3. 6 : a structure built for or serving as a base or support
4. 9 : a musical composition (as a song) that has become a part of the standard repertoire
Numbers "3" and "4" seem to be the most helpful in this quest.
I propose that a "Standard for Standards" should be:
(1) Developed, "set Up" and "established.
