We can accomplish that purpose by putting the civil emergency provision in our Constitution to work. The civil emergency provision is located in Article IV, Section 4 and is known as the domestic violence clause. Here's the core meaning of that clause: On application of the state legislatures, the United States shall protect the people from domestic violence." Domestic violence, to the framers, meant harm that the people were likely to do to one another that was beyond the police powers of the states to effectively handle.

Well, since 1945, in the United States, the people have been inundated with toxic exposures. The federal government, dominated by the deep state, did relatively little to stop the harms. Corporate profits were favored over compassion.

Those massive exposures to toxins have caused a profusion of illnesses and disabilities. If rates of autism in the United States continue to rise as they have since the 1980s, every other child born here will soon be burdened by that disorder. See "Autism Nation: America's Chemical Brain Drain," by Brian Moench. click here

Cancer in children was relatively rare when I grew up in the 1940s. Now, there are pediatric oncology units in our hospitals. And exposures are taking down our intelligence, our educability, and our ability to exercise impulse control. See Only One Chance: How Environmental Pollution Impairs Brain Development--and How to Protect the Brains of the Next Generation, by Philippe Grandjean.

I propose that we camp out at the offices of our state representatives and let them all see for themselves that nearly every family in the United States has been burdened by diseases, disabilities, educational declines, and behavioral deficits. Old age had once been relatively graceful. Now, our elders fear a plague of forgetting that's beyond any that all the generations before us have had to endure.

Out of that effort will grow, within a year, a movement that's capable of pushing aside the do-nothing political parties and unhorsing the deep state that keeps us ill and powerless. A movement using the domestic violence clause will be able to construct a new America, one that's demilitarized and without a Central Intelligence Agency. Corporate grants of power can be taken back by the people. Peace, health, and survival will be the new agenda for an American people freed from corporate greed.

That's what can occur in the Unites States while people around the world take the legal concept of impossibility and use it to exit from the United Nations. Making true international governance a reality will allow for an end to wars and a future filled with promise.
