Much Safer Means of Nuclear Deterrence

The perceived need to "launch on warning" is only one of the vulnerabilities and instabilities in the present system, but its elimination would be a start.

Observers can easily be misled by the fact that we have not had a nuclear exchange for about seven decades, but this is false comfort in the case of a system that disallows learning from experience, because one attack would be too many.
