Item Two
The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Domestic Minority Rebellion or Invasion, the Public Safety may require it.
Item Three
No Bill of Attainder or ex post facto Law shall be passed.
Item Four
No Capitation (?), or other direct Tax, shall be laid, unless in Proportion to the Census or enumeration herein before directed to be taken. Sorry. I am just not sure here, what "Capitation" means, or what it has to do with a census.
Item Five
No American Federal People's Direct Democracy Republic Tax or Duty shall be laid on Articles exported from any State.
States may levy such export penalties, but according to "American Direct Democracy Economic Standards Of Decency" (No "excess" amounts on products or services should be levied.) We the American People, the True Citizens of Our Nation, should decide the definitions and utilizations of these issues that should have uniform standards applied to them.
Item Six
No Preference shall be given by any Regulation of Commerce or Revenue to the Ports of one State over those of another; nor shall Vessels bound to, or from, one State, be obliged to enter, clear, or pay Duties in another.
Item Seven
No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law, that is derived by National Majority Deliberation, Discussion and Vote by the Well Advised Direct Democracy American People, in the Three Houses of Congress and the American Sea to Sea True Citizens Support Network.
Item Eight
A regular Statement and Account of the Receipts and Expenditures of all "People's Authorized Public Money" shall be published on the Official Treasury web site, on a continuous basis. We must have this information constantly available for Our Deliberations.
