The States, as sub-sovereign political and social units within the Direct Democracy United States Of America, will design and operate their own governance bodies. To a point, due to regional, historical and cultural differences, each American State, will vary some in its style of Direct Democracy Governance. A "Standard" has to be built and maintained, regarding just how far State Governance differences are acceptable.

When vacancies happen in the Volunteer Advisory Representation Houses from any State, the American People of that State, will vote replacements in.

If the necessary state governance competence is curtailed, for some reason, then a National Vote will be called for by the House in question, or by "The Eyes Of The People". The organization and maintenance of State Legislative Bodies is only addressed by National Governance when those organizations, or part of them, is disrupted and rendered incompetent by some social, political or natural cataclysmic event.

Intention

The Intention of Item Twenty-Four is to afford flexibility into this Direct Democracy System. As a general rule as much diversity and difference as possible and workable should be included. America must become as adept, in the utilization of the Many Paths of Its Diversity as it can.

Balanced against this goal, the various elements of Our Society and Nation MUST maintain PEACE! We MUST NOT seek harmful advantage over the other elements, or any number of them. We must NOT tolerate any violations of American National Harmonious Cultural Diversity!

No practices that cause unjust "harm" to Individuals , or "groups", should be allowed in Our Laws. An exception to this being the national need for the nonexistence of certain harmful kinds of cults, groups and/or cultural expressions that degrade the Good Intentions of Our Nation.

Item Twenty-Five

The "American Volunteer House Of The People", (perhaps including the Home Front System) the "Third House Of Congress", shall choose their Speaker and other Officers; and shall have the sole Power of Impeachment and Recall within their own House. The other two Advisory Volunteer Houses and the "Eyes Of The People", of Our Direct Democracy Government will provide expert opinion, regarding impeachment and recall.

The other two Advisory Volunteer Houses of Congress, shall choose, from amongst their number, their own officers and their "Speaker".

Item Twenty-Six

The "Eyes Of The American People", a special volunteer watchful body of dedicated American Citizens, established out of the Volunteer House Of The American People and the "National American Citizen Deliberation and Voter Network" will diligently observe, the Work of Our New Direct Democracy System, including the members and the work of the American Volunteer Advisory Senate and the American Volunteer Advisory House Of Representatives and the "American Volunteer House Of The American People". This watchfulness for the purpose of monitoring and ensuring the continuous Direct Democracy Governance integrity and responsibilities of these honored advisory and decision making bodies. The "Eyes Of The American People" are the Watch Dogs and Witnesses of the success and failures of Our Direct Democracy Nation.

There are certain limitations, placed on this social diligence that stems from Our New American Bill Of Rights, presented in Part 2 of this suggested New Constitution. The "Eyes Of The People" will respect these limitations and function within the moral and ethical mandates indicated by them.

Item Twenty-Seven

Reciprocally, it will be the responsibility of the Three Houses Of Governance to "keep a watchful eye" on the "Eyes Of The People" too. For the sake of Our Nation, "Seek to See Everything". We must learn to welcome being looked at in Public, for the sake of the "Well Being" and "General Welfare of Our Nation".
