S. 3656, the "Mandatory Price Reporting Act of 2010," which extended the Livestock Mandatory Reporting Act of 1999 through September 20, 2015, and amended that and other related provisions. Source

The President announced the designation of a Presidential Delegation to the Federal Republic of Nigeria to attend the 50th Anniversary Independence Celebration on October 1, 2010. Rajiv Shah, Administrator of the United States Agency for International Development, will lead a delegation of Johnnie Carson, Assistant Secretary for African Affairs, Department of State, James P. McAnulty, Charge d'Affaires, United States Diplomatic Mission to the Federal Republic of Nigeria; and Walter C. Jones, United States Executive Director to the African Development Bank. Source
The President sent to the United States Senate the nomination of Paige Eve Alexander, of Georgia, to be an Assistant Administrator of the United States Agency for International Development. Source
The President traveled to Albuquerque, New Mexico, where he stayed overnight in preparation for a backyard town hall the following morning. Source
Vice President Joe Biden visited the home of Bob and Lorie Cochran in Manchester, New Hampshire for a discussion on the economy and other issues important to middle class families. The Cochrans had invited a small group of their neighbors and other families from Manchester to participate. Source
The United States Department of Education launched the TEACH Campaign to encourage Americans to pursue a career in teaching.

The President declared a major disaster existed in the Territory of the U.S. Virgin Islands and ordered Federal aid to supplement Territory recovery efforts in the area struck by Hurricane Earl during the period of August 29- 31, 2010. Federal funding was made available to Territory and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by Hurricane Earl on the islands of St. Croix, St. John, and St. Thomas, including Water Island. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures for the islands of St. Croix, St. John, and St. Thomas, including Water Island. Source
The President announced the designation of a Presidential Delegation to Bremen, Germany to attend the 20th Anniversary of German Unity on October 3, 2010. General James L. Jones, USMC (Ret), National Security Advisor to the President, was designated to head the delegation of Philip D. Murphy, U.S. Ambassador to the Federal Republic of Germany and Robert Hormats, Under Secretary of State for Economic, Energy and Agricultural Affairs. Source

Vice President Joe Biden spoke by telephone with Dr. Ayad Allawi, former Iraqi Prime Minister and leader of the Iraqiyya coalition. The two discussed the status of Iraqi negotiations on the formation of a new government. Biden said that all four winning coalitions in the election should have the opportunity to play a role in the new government and expressed support for Iraqi consideration of power-sharing arrangements in accordance with the constitution. The Obama Administration convinced The United States Supreme Court to examine whether claims made by AT&T of a right to keep secret information gathered by the Federal Communications Commission (FCC) during an investigation. The Administration requested the high court rule that corporations may not claim a personal privacy exception contained in the federal Freedom of Information Act. Source
