The U.S. Court of Appeals for the District of Columbia Circuit, pending an Obama Administration full appeal, agreed to stay an injunction set by a district court judge who found the Administration's policy on providing federal government funding of human embryonic stem cell research violated the law. The President sent to the United States Senate his withdrawal of the nomination of Teresa Takai, of California, to be an Assistant Secretary of Defense, which was sent to the Senate on April 12, 2010 Source

The President issued a Presidential Memorandum in which he approved the provision of Aviation Insurance Coverage for Commercial Air Carrier Service in Domestic and International Operations by the Secretary of Transportation for insurance or reinsurance to U.S. air carriers against loss or damage arising out of any risk from the operation of an aircraft in the manner and to the extent provided in chapter 443 of title 49 of the U.S. Code until September 30, 2011, when the U.S. Transportation Secretary determines such insurance or reinsurance cannot be obtained on reasonable terms and conditions from any company authorized to conduct an insurance business in a State of the United States. Source

The President issued an Executive Order blocking and prohibiting transfer, paid, exported, withdrawn, or otherwise dealt Iranian property and interests in property that are in the United States, that hereafter come within the United States, or that are or hereafter come within the possession or control of any United States person, including any overseas branch, specifically "to be an official of the Government of Iran or a person acting on behalf of the Government of Iran (including members of paramilitary organizations) who is responsible for or complicit in, or responsible for ordering, controlling, or otherwise directing, the commission of serious human rights abuses against persons in Iran or Iranian citizens or residents, or the family members of the foregoing, on or after June 12, 2009, regardless of whether such abuses occurred in Iran." The Executive Order authorized the Departments of State and Treasury to impose sanctions on eight Iranian government officials tied to serious human rights abuses against the people of Iran. Source

United States District Court for the District of Columbia Judge Ellen Segal Huvelle dismissed a complaint by the families of Guantanamo Bay Detention Camp detainees Yasser Talal Al Zahrani and Salah Ahmed al-Salami. The families alleged the Pentagon's ruling of suicide in the men's 2006 deaths was a cover-up of the true reasons how they died. The judge agreed with a decision by a federal appeals court in Washington that matters relating to the conditions of detention in Guantanamo remained the purview of the United States Congress alone, not the courts, due to national security concerns. "The question before the court is not whether homicide 'exceeds the bounds of permissible official conduct in the treatment of detainees in US custody and demands accountability' or whether the families of Al-Zahrani and Al-Salami deserve a remedy," Huvelle said. "Rather, the question is 'who should decide whether such a remedy should be provided." Source

Day614/Sep30th/Thursday: The President met with Secretary of the Treasury Tim Geithner in the Oval Office of the White House.

The President met with Democratic Congressional leadership in the Oval Office.

The President spoke by telephone with British Prime Minister David Cameron about the United States Senate's agreement to provid its Advice and Consent to the U.S.-U.K. Defense Trade Cooperation Treaty the previous night. The President noted that implementation of the Treaty would generate jobs for both economies. Source

The President signed into law:

H.R. 3081, which provided Fiscal Year (FY) 2011 appropriations for continuing projects and activities of the Federal Government through Friday, December 3, 2010. Source
