Item Sixteen
To establish, improve and maintain Our National Transportation Systems. On Sea, Air and Land"even under the land.
Item Seventeen
To establish and maintain technologically enhanced knowledge and communications systems for the use of Our Direct Democracy Common Wealth Nation.
Item Eighteen
To promote the Progress of Science and Useful Arts, by securing, for limited times, to Authors and Inventors the exclusive Right to their respective Writings, Inventions and Discoveries; these patent considerations should not be inheritable, nor should they be misused to inhibit national and social progress in technological development. No more "intimidation buying", stealing or murdering the author of a useful patent in order to limit competition in, or monopolize, business! These heinous acts should be considered Treason!
Item Nineteen
To also promote the Progress of Science and useful Arts with well considered funding.
Item Twenty
To constitute all Justice Courts, including the "Supreme Court", of less Judicial Power and subject to the Will of, the "Grand Jury Of The American People" and the "Volunteer House Of The American People", the Third and Final House of American Governance.
Item Twenty-One
To define and punish Piracies and Felonies committed on the Sovereign Seas (fifty miles from shore?) and in International Waters, Offenses against the "Law of Nations", as part of the United Nations, at least when Our Nation is in agreement and compliance with the "Law Of Nations" and continues to be a "member in good standing" in the United Nations.
Item Twenty-Two
To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water; though said "captures" (of Individuals and Property) should be returned to the sovereign nation that wars against Us, as soon as it has been Fairly and Satisfactorily "dealt with", as to "reparations" and renewed efforts for Peace.
