It is likely that the HRA Human Rights reports are the first-ever that are focused on IT system analysis and data mining.
Joseph Zernik, PhD, the author of instant submission, has specialized over the past decade in analyzing the IT systems of courts, prisons, and banks. His reports on these subjects were peer-reviewed, published and presented in international computer-science (data mining) and criminology conferences. [vii]
A textbook on "Machine Learning" found Dr Zernik's application of data-mining to human rights research among "Notable uses", and summarized it as follows: [viii]
Data mining of government records - particularly records of the justice system (i.e., courts, prisons) - enables the discovery of systemic human-rights violations in connection to generation and publication of invalid or fraudulent legal records by various government agencies. [ix, x]
In 2009, while living in Los Angeles, Dr Zernik sought political asylum in Germany, but his request was denied.
In 2010, with growing threats in conjunction with the filing of the HRA submission on the California courts and prisons, Dr Zernik had to escape from the US, where he is apparently wanted by federal agencies as a "threat" to the US courts. In Israel, he received for protection purposes German citizenship through repatriation, and renounced for security sake his US citizenship.
In January 2013, in conjunction with the publication of the UN Human Rights Council report on Israel, his entire bank accounts were unlawfully seized by the largest Israeli bank, Bank Hapoalim BM, purportedly on behalf of the United States. The Israeli justice system refused to provide equal protection. Stanley Fischer, then Governor of the Bank of Israel, today No 2 in the Federal Reserve, was personally involved... The money was eventually returned following a request for protection, filed with the German government. [xi] In August 2013, a second request for protection by the German government had to be filed, when he was threatened by an Israeli court. [xii]
Today, Dr Zernik lives in the OccupyTLV camp, where he is the permit holder, effectively under protection of the German government against the Israeli and US governments.

the US Constitution was voided.
The implementation of invalid fraudulent IT systems in the US courts
was a key event in establishing current conditions. The fraud
inherent in the IT systems of the US courts is not the typical
sporadic corruption, which can be found in any justice system at any
time to some degree or another. It is corruption, which was
centrally implemented throughout the court system.
a. The IT systems of the US courts enable the routine conduct of simulated (sham/fake), abusive litigation and the publication of simulated judicial records, abusing the rights for liberty and property; such conduct is particularly noticeable today in cases originating in corruption of government officers or financial institutions;
b. Under such circumstances, the rule of law and the US Constitution are effectively voided, and access to the courts is effectively denied;
