Proposed Third American Direct Democracy Constitution, Article 1, Sections 4, 5 and 6
Article 1 - Section. 4. -- (Of the Second American Constitution)
The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.
The Congress shall assemble at least once in every Year, and such Meeting shall be on the first Monday in December, unless they shall by Law appoint a different Day.
Article 1 - Section. 4., Items 1, 2 and 3 (Of the proposed "Third Constitution")
Item One
The Times, Places and "Manner" (type of voting system?) of holding Elections for Senators and Representatives, shall be prescribed in each State by the "Volunteer Advisory American Senate" thereof and the state unit of the "Volunteer House Of The American People"; but the "Volunteer House Of The American People" may at any time, by Majority Vote Law, make or alter such Regulations.
Item Two
Because of the intense demand of governing a modern nation, the "Volunteer Advisory House Of Representatives", the "Volunteer Advisory Senate" and the "Volunteer House Of The American People" shall remain convened "24/7".
Governance should never "sleep" and should operate at full capacity always?
Item 3
The above mandate could be expedited by the division of the Honored Advisory Legislative Bodies into two or three shifts. Each body and shift confirming the work of the shift before it and acting on new issues that arise.
Because of the immensity and distribution of the "Volunteer House Of The American People", with its huge Populous Support Structure from Sea to Shining Sea, It will not be necessary to divide it into shifts to remain convened.
