President Kennedy rejected the Operation Northwoods project proposal by the U.S. military at the time, but the strategy of creating a "false flag" attack was kept on the shelf as a war planning strategy within the United States military. At the time, it was not known that the U.S. Military and the President of the United States had allowed Pearl Harbor to take place. It is widely acknowledged that President Kennedy rejected this proposal because it conflicted strongly with his personal beliefs as a devout Catholic. Regardless of one's personal beliefs, however, it is against the law for the President or the military to carry out such an operation. It is wanton slaughter. It is mass murder.
